In the wake of increasing threats to public safety, the UK is taking significant steps to ensure the security of its citizens. One such measure is the introduction of “Martyn’s Law,” a legislation aimed at improving security protocols in public spaces. This blog post delves into what Martyn’s Law entails, its background, and its implications for venues and the public.

Background: The Genesis of Martyn’s Law

Martyn’s Law, also known as the Protect Duty, is named in honour of Martyn Hett, one of the 22 victims of the Manchester Arena bombing in May 2017. Following the attack, Martyn’s mother, Figen Murray, became a vocal advocate for better security measures at public venues. Her relentless campaigning has culminated in this legislation, which aims to enforce stricter security protocols to prevent such tragedies in the future.

Key Provisions of Martyn’s Law

Martyn’s Law encompasses a range of measures designed to enhance security in public spaces. These measures are divided into five key components:

  1. Assessment of Terrorist Threat: Venues must conduct thorough risk assessments to understand potential terrorist threats. This involves evaluating the likelihood of an attack and identifying vulnerabilities within the premises.
  2. Security Planning: Based on the risk assessments, venues are required to develop and implement comprehensive security plans. These plans should outline specific measures to mitigate identified risks and ensure the safety of attendees.
  3. Staff Training: Adequate training for staff is a crucial aspect of Martyn’s Law. Employees must be trained to identify suspicious behaviour, respond effectively in an emergency, and understand the protocols for evacuating and securing the venue.
  4. Physical Security Measures: Venues are encouraged to install physical security measures such as CCTV cameras, metal detectors, and barriers. These measures act as deterrents and provide additional layers of protection against potential threats.
  5. Collaboration with Authorities: Martyn’s Law emphasises the importance of collaboration between venue operators and local authorities. Sharing information and working together can help ensure a coordinated and effective response to any security threats.

Implications for Venues

The implementation of Martyn’s Law will have significant implications for venues across the UK. While the primary goal is to enhance public safety, venues must also navigate the practical and financial challenges associated with these new requirements.

  1. Financial Considerations: Implementing the necessary security measures will require a financial investment. Small and medium-sized venues may face challenges in meeting these costs, prompting discussions about potential government support or subsidies.
  2. Operational Adjustments: Venues will need to adjust their operations to comply with the new regulations. This may involve changes to entry procedures, increased security personnel, and more comprehensive emergency planning.
  3. Public Perception: The introduction of Martyn’s Law may also impact public perception. While some individuals may feel reassured by the enhanced security measures, others might be concerned about the implications for their privacy and the overall atmosphere of public events.

Benefits of Martyn’s Law

Despite the challenges, Martyn’s Law is expected to bring several significant benefits:

  1. Enhanced Safety: The primary benefit is, of course, enhanced safety for the public. By implementing stringent security measures, venues can significantly reduce the risk of terrorist attacks and ensure a safer environment for all.
  2. Increased Awareness: Martyn’s Law will help raise awareness about the importance of security in public spaces. Both venue operators and the general public will become more vigilant and proactive in identifying and mitigating potential threats.
  3. Legal Clarity: The legislation provides clear guidelines and legal clarity for venue operators. This ensures that there is a standardised approach to security across the country, reducing ambiguity and promoting best practices.

Conclusion

Martyn’s Law represents a significant step forward in the UK’s efforts to enhance public safety. While the implementation of this legislation will undoubtedly pose challenges for venues, the potential benefits in terms of increased security and peace of mind for the public are substantial. As we move towards a safer future, the legacy of Martyn Hett and the tireless advocacy of Figen Murray will serve as a poignant reminder of the importance of vigilance and preparedness in the face of evolving threats.

Straight off the refurbishment production line this morning, a Mobile CCTV Solar Methanol Tower from LTS UK ltd. Not the newest of towers, indeed it is the second spin of CCTV Technology in the tower nearly 4 years old now. This particular unit will be heading out on a major infrastructure project and is an example of what a good investment a @Telescopicmast Tower is From LTS UK. Moreover, in the lifespan of this Tower cabinet, we reckon it may be possible to get at least 4 to 5 evolutions of CCTV surveillance equipment during that time. That is one huge return on investment for an upfront monetary outlay, and a complete no-brainer in all honesty.

We at LTS UK are often asked about the quality of the Telescopic Mast products we use. The reason almost certainly is the price that the masts add to the overall cost of a tower build. When we look at the up-front specification, not only is it CE marked with the full TUV test details published and available (does the one you use have the same?). It has a footprint which makes it robust in the most vicious storms the current climate can throw at it, a galvanising protecting it well from those elements also. The inside allows us to mount all of our purpose made CPU control and power management technology, and house a huge payload of fuel cell, fuel and battery storage capacity of 6 months and upwards. Finally, there is a plethora of square meterage of space for either solar panel technology, or great and high profile advertising space. After all if you have great towers why not make a big splash about them!

If you have existing Mobile CCTV Tower Technology looking a little tired and in need of a refurbishment why not come and talk to us? We specialise in manufacture and refurbishment of Mobile CCTV Tower Technology, and in conjunction with our Technology Partners are happy to design a bespoke product to your exact requirements. Making great Surveillance Tower is what we do, and we do not compete with our Customers!

Come see us at The Security Event 2024, The NEC, 30/4 – 2/5, stand 5/L47, to learn more about our Telescopic Mast Mobile CCTV Towers with solar power.

So it begins, the days get longer, the Sun grows stronger, and Installers thoughts turn once more to the installation of Solar Powered CCTV Towers. Armed with some ‘blue sky’ specification data, from both Solar Panel and Battery manufacturers, the installer may well be tempted to dive in at the deep end and look to power their Mobile CCTV Towers with purely Solar Panels, perhaps with the help of the latest Lithium battery technology. But what are the implications of this? We take a look in our latest technical bulletin named ‘The Use of Solar powered Towers in the UK’.

LTS UK are proud to announce the deployment of the first of their new ‘Total Solar 1095’ next generation mobile CCTV Towers to sites.

Mobile surveillance towers are an essential facet of many modern day security systems. They are completely portable stand alone CCTV units that can transmit their feed via 4G networks, and often either use solar power or run off mains electricity. They are often used in a variety of scenarios, including everything from construction sites to festivals and events. Here, LTS will guide you through some of the biggest advantages of using these rapid-deployment mobile CCTV towers to strengthen your security approach.

One advantage of using mobile CCTV units is the increased visibility that this will bring to your site. Mobile surveillance towers are equipped with an array of state of the art security features including but not limited to high-definition cameras, motion sensors, night vision capabilities, and remote viewing capabilities. They can capture video and images across a wide area, allowing for greater coverage to ensure that any security breaches are captured and dealt with instantaneously.

Another advantage that comes with the use of these towers is their rapid deployment capabilities. Mobile CCTV towers can be deployed and set up in as little time as 20 minutes. This gives them a colossal edge over permanent CCTV solutions, which can sometimes take weeks or months to get up and running properly. These towers are also highly flexible and mobile, and can be moved around a site easily and at will to find the best position where they are most needed.

One of the most obvious advantages of using mobile security towers is for use where only temporary security measures are required, such as construction sites and weekend events such as festivals. The ability to hire or buy temporary security measures such as these can help save companies huge costs, only paying to use security measures when they are needed. Not only this, but since these towers are often powered by renewable energy sources such as solar powers, they are likely to incur far less in operating costs than permanent surveillance solutions that run on the grid.

A major benefit of using temporary security measures such as our rapid deployment mobile surveillance towers is also the deterrence and prevention of crime. Studies have shown that people are far likely to commit offences when they know they are being caught on camera, and the sight of one of our state-of-the-art mobile CCTV towers is sure to give vandals and criminals second thoughts. Alongside this, the presence of these towers can prevent accidents and other health and safety issues by ensuring compliance with safety regulations for fear of being caught being liable for damage.

The benefits of using knife arches in learning academies

Should Schools and Colleges install Metal Detecting Knife Arches to protect students and pupils?

The purpose of this article is to discuss the pros and cons of metal-detecting knife arches in schools and colleges in order to provide a balanced assessment of how they work and their effectiveness.

Some of the real benefits of having metal-detecting knife arches on academic campuses –

Deterrent – According to experts, just the presence of metal detectors is often enough to prevent someone from entering or even thinking of entering school with a weapon. The vast majority of personnel entering a Campus would be deterred by the known presence of the technology and added signage in the lobby or entrance to the premises.

Weapon discovery and confiscation – This may be the most obvious. The actual ability to find and confiscate weapons from people entering the building or campus. Without a doubt, the prevention of weapons finding their way into a school creates a safer campus.

Safety Perceptions of a Campus – The presence of metal-detecting knife arches provides the community, parents, and staff with a sense of security when they know everyone in the school has been screened.  Providing a safe environment allows teachers and students to focus on what matters most i.e. learning. Beyond weapons screening, the presence of metal detectors shows the community that the Campus is taking safety seriously and investing accordingly.

Cost – This is normally seen as a huge barrier to entry. Recent advances in technology however have made the cost of purchasing, deploying and maintaining this technology very affordable. Ultimately something that the technology skills inside an average IT department should easily be able to cope with. We at LTS UK have some stunning deals on metal arch purchases, as well as a plethora of self-training and support materials to enable a Campus to easily maintain devices installed on-site.

Prices start from just over £1100-00 for a good quality multi-zoned knife arch detector.

Limiting factors (are they though)?

Limited Utility – Metal detectors are only effective if properly implemented and monitored.  Even the most well-run metal detector system isn’t 100% foolproof. Basically, they’re only as good as the person running them. So having a process for the operation and screening is vital when considering their installation. Once done though, this perceived limiting factor actually becomes a win for the system operation.

Disruptive – Having students pass through metal detectors as they arrive in the morning can be disruptive. It may take time. Time needs to be taken to understand traffic flow through the system. As shown with the masses passing through airports an efficient process once again turns this into a benefit. The deterrent factor alone usually allows the queues to speed up. The use of separate metal detecting wands also provides a non-intrusive way of adding speed to the search of personnel as they pass through the metal arch.

In conclusion given the publicity surrounding the high profile incidents of use of weapons in learning establishments. If the assessment of risk says there is a high degree of probability of weapons entering a classroom then the use of a well-run metal-detecting knife arch will almost certainly keep the Campus safe in the deterrent factor alone.
